There shall be no outside storage or parking upon any Lot or Common Area of any automobile, commercial vehicle, truck, tractor, mobile home or trailer (either with or without wheels), camper, camper trailer, boat or other water craft, boat trailer, or any other transportation device of any kind, except within the parking spaces in the Owner's garage and for visitor's temporarily parking in the spaces and in accordance with rules and regulations designated and promulgated by the Board; provided, however, that the temporary parking of the Owner's primary vehicle on the driveway of the Owner's Lot shall not be prohibited.
If you have recently become the owner of a lot in Crystal Bay or Crystal Cove it is your responsibility to notify the association of your contact information so that relevant communications (notices of dues, meetings, etc.) can be sent to you. You may send this information to the secretary or to the association address (listed on the home page).
The Development Control Committee is comprised of 4 people appointed by the association board of directors who volunteer their time and efforts. The purpose of the DCC is to regulate the design, appearance, use, location and maintenance of the land and Lots in Crystal Cove and Crystal Bay in such a manner as to preserve and enhance values, maintain a harmonious relationship among structures, improvements and the natural environment, including, without limitation, Hamilton Lake and the lake area, and to implement the development standards and guidelines set forth in the covenants and architectural standards. Basically, this means any changes that affect the outside appearance of homes and properties (this includes changing outside colors when painting and installation of docks and boat lifts) in Crystal Bay and Crystal Cove must be first approved by the DCC.
Yes. Following is a quote from the architectural standards.
"Each Owner must install and maintain in operable condition a lamp and lamp post of a height, type, style, door and manufacture approved by the DCC which is equipped with a photo electric cell for automatic dusk-to-dawn illumination. Power to the light must be provided by the electrical system of the home located on the Lot. The yard light will be the maintenance responsibility of the Lot Owner who must replace burned out bulbs immediately upon noticing failure of the yard light to illuminate property. Yard light must be within 25-30 feet from the street side property line unless otherwise approved by the DCC."
Following is a quote from the architectural standards.
"Every outdoor receptacle for ashes, trash, rubbish or garbage shall be so placed and kept so as to be enclosed and as not to be visible from any street within the Development or from the Dedicated Lake Area at any time, except at the time when refuse collections are being made."
It is acceptable to place trash bins at the street the night before collection. They must be returned to an enclosed area by the end of the collection day. At all other times they must be stored so as not to be visible. The HOA kindly requests that everyone comply with these requirements in order to keep the area looking neat and orderly.
The following paragraph is quoted from the covenants. Please make sure you are in compliance so that we do not have to take disciplinary action.
"No animals, livestock, or poultry of any kind shall be raised, bred, or kept on the Development, except that normal household pets in reasonable numbers (presumably, two [2] or less) may be kept in residences subject to rules and regulations adopted by the Association through its Board of Directors; provided, however, that such pets are not kept, bred, or maintained for any commercial purpose. The Board shall have the absolute power to prohibit a pet from being kept on any Lot in the Development, including, without limitation, inside residences constructed thereon. No doghouses or other pet enclosures shall be constructed or located on any Lot without the prior written approval of the DCC. Owners shall not permit pets, if permitted within the Development, to run free or to defecate in areas other than such pet owner's Lot; and, provided, further, that defecation, even in or upon a pet owner's lot, shall be promptly removed."
All lots must keep grass mowed to a height of 8" or less (this is also a Town of Hamilton requirement). Vacant lots may have no trees, shrubs, or vegetation other than grass. Erosion must be controlled such that soil is not moving from the lot into the water.
The board usually meets at 7:00 PM on the third Tuesday of the month at the Hamilton Town Hall. It is open to all members of the association; however, it is requested that if you are going to attend a meeting you let the board president know a day or two in advance. If you wish to address the board, you must notify the president of the subject you wish to discuss at least one week prior to the meeting so that you can be placed on the agenda.
Based on the results of the recent survey the Board has directed the DCC to update the Architectural Standards to permit concrete seawalls. Please note that DCC approval is still required prior to beginning any work on a seawall. Please refer to the updated Architectural Standards for the requirements of seawalls.
All trees and shrubs should not extend over the curb. This is a town of Hamilton Ordinance.
Town Ordinance # 93.01 Public Nuisance Para (C), (20) Any trees, shrubbery, weeds, snow, fences or other material which obstruct public ways or cause a visual barrier for vehicular traffic should not extend over the curb.
